Advanced Emergency Medical Technician (AEMT)


The Senator John J. Shumaker Public Safety Center is a Pennsylvania Department of Health Accredited Certification Training Institute.

This course is being offered in an online/blended format. The program is a combination of self-paced online modules with interactive assignments and discussions. Students are required to attend in-person lab sessions throughout the program to demonstrate their competency in numerous psychomotor skills, complete testing requirements and prepare for clinical experiences and the NREMT examinations.

Please note:

  • Students must be a credentialed EMT.
  • The tuition is $1,050. This does not cover the textbook, or national registry testing fees.
  • Students will need this textbook by the first class - Advanced EMT: A Clinical Reasoning Approach, 2nd edition

What can I do with advanced EMT in the workforce?

The primary focus of the Advanced EMT Program is to provide basic and limited advanced emergency medical care and transportation for critical and emergent patients who access the emergency medical system. Advanced EMTs function as part of a comprehensive EMS response, under medical oversight. They perform interventions with the basic and advanced equipment typically found on an ambulance. Advanced EMTs are links from the scene to the emergency health care system.

American Heart Association (AHA) Instructor Essentials


The AHA Instructor Essentials course is designed to prepare instructor candidates to teach AHA instructor-led and blended-learning course formats. The course educates participants on how to adequately use teaching materials, ensure that students meet learning objectives, offer student coaching skills, provide an objective skills performance evaluation and follow AHA instructor and course policies.

To become an AHA instructor, you must:

  1. Be accepted by an AHA training center before enrolling in an Instructor Essentials Course and have a completed Instructor Candidate Application on file with the accepting training center.
  2. Have current provider status and be proficient in all the skills of that discipline.*
  3. Successfully complete the Instructor Essentials Course (both the online and classroom portions). Students must print the certificate of completion from the online portion for entry into the classroom portion.
  4. Successfully be monitored teaching their first course within six months of completing the discipline-specific classroom instructor course (training center coordinators can require additional monitoring, if needed).

*While AHA Basic Life Support (BLS) instructors also teach AHA Heartsaver courses, instructor candidates are not required to have a Heartsaver Course completion card in addition to a BLS provider card.

What can I do with American Heart Association Instructor Essentials in the workforce?

AHA Instructors have an important job. Their responsibilities include:

Continuing Education for Emergency Medical Services (EMS) Personnel


The Senator John J. Shumaker Public Safety Center provides a variety of continuing education courses. The Pennsylvania Department of Health accepts the following continuing education credits:

  • Other - Non-clinical

The National Registry accepts state and Commission on Accreditation for Pre-Hospital Continuing Education (CAPCE)-approved education. Hazardous Materials Awareness

The goal of this fully online course is to prepare students who – in the course of their normal duties – could encounter an emergency involving hazardous materials or weapons of mass destruction (WMD). Professionals in the fields are expected to recognize the presence of a hazardous material/WMD, call for trained personnel to assist, secure and protect the area. This course serves as initial training as required under 29 CFR 1919.120 and the educational requirements of NFPA 472 standard to the Awareness Level.

Tactical Emergency Casualty Care (TECC)
16 CPC credits
This 16-hour course covers topics designed to decrease preventable death in tactical situations. Topics include hemorrhage control; surgical airway control and needle decompression; strategies for treating wounded responders in threatening environments; caring for pediatric patients; and techniques for dragging and carrying victims to safety.

The core of the program focuses on three distinct phases of care that have been well-proven by TECC-trained personnel. TECC focuses on the medicine during these phases of care and provides guidelines for managing trauma in civilian tactical or hazardous environments.

Tactical Medical Practitioner (TMP)
This 82-hour, blended course is designed for EMS and medical professionals of all levels of training. The course is designed to fill the gap in training, which has become more evident given recent domestic events. This course will not teach students to be operators, but will teach students how to function as a medic on a tactical team.

Rescue Medical Practitioner
This 84-hour, blended course is designed for current certified EMTs and higher. The course is designed for medical professionals who may find themselves caring for a patient or team member during a rescue incident. There has long been a divide between performing a technical rescue and providing advanced medical care. This course helps bridge the gap between providing advanced medical care and functioning at an operations level during a technical rescue incident.

Critical Care Emergency Medical Transport Program (CCEMTP℠)


The CCEMTP℠ course,

Individuals must fulfill certain requirements for admission into the program, including:

  • Minimum of two years as an active healthcare professional (emergency medical technician-paramedic or registered nurse)
  • Current certifications in advanced cardiac life support (ACLS), cardiopulmonary resuscitation (CPR), international trauma life support (ITLS), pediatric advanced life support (PALS), prehospital trauma life support (PHTLS), trauma nursing core course (TNCC) or transport nurse advanced trauma course (TNATC)

UMBC is an approved continuing education provider for FP-C® and CCP-C® Certification Renewal, having met the standards and requirements set forth by the Board for Critical Care Transport Paramedic Certification (BCCTPC).

Current CCEMTP providers may enroll in daily program sessions for renewal continuing education hours. You need to provide proof of current CCEMTP provider status to attend these sessions. Each session is $50. You are limited to 40 CCEMTP renewal hours with this course.

What can I do with Critical Care Emergency Medical Transport Program (CCEMTP℠) in the workforce?

CCEMTP℠ was designed in response to the growing need for qualified specialists in the area of critical care inter-facility transfer. It helps prepare paramedics and nurses to serve with competence and confidence in meeting the needs of critical care patients undergoing inter-facility transports. While traditional paramedic education programs teach essential skills and provide a knowledge base for the management of patients in the pre-hospital setting, these training programs frequently do not teach the skills and knowledge necessary to manage critical patients between hospitals, specialty referral centers and extended care facilities.

What are HACC's classes like?

The CCEMTP℠ course provides an educational foundation. It prepares paramedics and nurses to be critical care transport team members. The curriculum bridges the gap between pre-hospital and hospital critical-care environments.

In the course, you will:

  • Learn what critical patients need during transport
  • Become familiar with hospital procedures and equipment
  • Learn how to keep hospital equipment stable
  • Learn how to adhere to procedures during transport

This course contains five sections. Each section has learning objectives and declaratives. These will assist you throughout the class. The five sections are:

  1. Preparatory-critical care environment
  2. Medical
  3. Trauma
  4. Airway management
  5. Special considerations

For successful completion, you will need:

  • 100% attendance
  • To pass a comprehensive written exam at the end of the course

You will receive a renewable certificate from UMBC upon successful completion. The certification will be valid for three years.

  • Students are responsible for obtaining the textbook.

EMRs provide immediate lifesaving care to critical patients who access the emergency medical services (EMS) system. EMRs also provide assistance to higher-level personnel at the scene of emergencies and during transport. They are a vital part of the comprehensive EMS response. Under medical oversight, EMRs perform basic interventions with minimal equipment.

What are HACC's classes like?

EMS Officer I
Major topics covered in this course are the dynamics of EMS leadership and organizational structure, managerial leadership, team-building, communications, creating a culture of quality, customer service, strategic planning, crisis management and budgeting. Methods of instruction include facilitated lecture, interactive learning cases, interactive learning sessions and team-focused practical exercises.
Pre-requisites are Incident Command System (ICS) 100, ICS 200, ICS 700, ISC 800 and emergency medical technician (EMT) or paramedic certification.

Exposure Control Officer (ECO)
This course is designed to prepare the ECO to fully meet the requirements for the position established under National Fire Protection Association (NFPA) 1581, Occupational Safety and Health Administration (OSHA) and the Ryan White Law. Every emergency response employer in the United States is required by law to have at least one ECO, and it is recommended to have one per shift to manage exposure issues for the department. Understanding this role and the many aspects of this job is important to assist with department risk management and department member advocacy. The role and responsibilities along with a job description are presented along with step-by-step program formulation to enable the course participant to return to their workplace and set up a working program. A well-trained, designated officer will be an effective advocate for members of the department as well as the administration.

Health Insurance Portability and Accountability Act (HIPAA) Privacy Officer
HIPAA compliance training prepares you to understand the HIPAA law requirements and regulation pertaining to HIPAA privacy rule and provides the necessary guidance on how your organization can be HIPAA-compliant. Paramedic


HACC's Paramedic Program prepares you for the National Registry Paramedic Certification (NR-P), and you can become certified by the Pennsylvania Department of Health as a paramedic.

Paramedics perform various duties, including (but not limited to):

  •  Administer emergency medications
  • Introduce intravenous and intraosseous lines
  • Obtain and interpret electrocardiographs (ECGs) and administer electrical therapy
  • Perform advanced airway management
  • Recognize, assess and treat medical and traumatic emergencies
  • Provide solutions to complex problems in stressful environments

What can I do as a paramedic in the workforce?

Paramedics work for private ambulance agencies, fire departments, hospitals or other rescue services. They can also work in remote medicine, wilderness medicine, at resorts, on cruise ships, job sites, life support helicopters and provide medical support for special events. Paramedics, like many other clinicians, perform shift work that includes weekends, nights and holidays.

What are HACC's classes like?

HACC's EMS Instructor Class is conducted entirely in a remote setting. Self-directed learning and assignments will be completed in addition to one virtual meeting per week throughout the duration of the course.

Upon successful completion of the course, the student will be able to:

  • Acknowledge the keys to establishing an effective learning environment.
  • Demonstrate an understanding of associated legal issues that pertain to an educational environment.
  • Demonstrate the development of lesson plans.

Pre-Hospital Registered Nurse (PHRN)


The Senator John J. Shumaker Public Safety Center is a Pennsylvania Department of Health Accredited Certification Training Institute. This course is for currently licensed Pennsylvania registered nurses (RN). It enhances existing professional and clinical experience. Prior to enrolling, you should have a solid foundation in anatomy and physiology, pharmacology and cardiology.

Upon completion of the course, you will be eligible to take the Pennsylvania Department of Health certification exam(s).

What can I do as a pre-hospital registered nurse (PHRN) in the workforce?

In Pennsylvania, a PHRN functions at a level above an advanced emergency medical technician (AEMT). A PHRN is a registered nurse that has additional education, knowledge and skills competency related to the management of emergency medical conditions. PHRNs are certified to practice as EMS providers in Pennsylvania.

  • Demonstrate competency in both basic and advanced airway management and trauma treatment techniques
  • Determine the most appropriate method to transport patients to the emergency department

At the completion of the program, PHRN students will be eligible to take the Pennsylvania Department of Health certification exam(s).

This program will meet in person, one day per week throughout the duration of the program. You will also need to complete the following:

  • Online assignments
  • 132 clinical hours throughout the duration of the program

Clinical hours are in addition to classroom hours. Students will have the flexibility to their clinical schedule with HACC's existing clinical throughout Central Pennsylvania.

Students will be required to complete this a series of clearances to participate in the clinical portion of the program.
