Sometimes phone manufacturers add together, remove, or move features around their apps. If you would rather use Google Photos, find the paradigm in Google Photos, and open it. Tap on Edit, drag Suggestions to the far left and go on moving the line of options until Markup is highlighted. Tap on Text, and add text as you like.
